Detailed Requirements
Face and Expression
The Netherlands is very strict about facial expression. Your face must show a completely neutral expression — no smile, no raised eyebrows, mouth closed. Both eyes must be open and looking directly at the camera. The face must be evenly lit without shadows on either side.
Both Ears Visible
A distinctive Dutch requirement is that both ears must be clearly visible. Hair must be tucked behind the ears or styled so it doesn't cover them. This is strictly enforced at the gemeente (municipality) when you submit your photo.
Background
The Netherlands requires a uniform light grey background — pure white is not accepted. The background must be completely even with no gradients, shadows, or patterns. This is checked carefully by gemeente staff.
Glasses Policy
The Netherlands was one of the first European countries to ban glasses in passport photos, implementing the rule in 2007. All types of eyewear must be removed, including prescription glasses, sunglasses, and tinted lenses.
Children's Photos
Children under 6 years old have slightly relaxed requirements — the mouth may be slightly open and the expression doesn't need to be perfectly neutral. However, the child must be the only person in the photo (no parent holding them visible).
